Ada says backbilling was properly managed
Senator Tom Ada, who chairs the Legislative Committee on Utilities, was satisfied with the Guam Waterworks Authority's and Consolidated Commission on Utilities' presentation on how they went about backbilling customers to recoup lost revenue during the period their brand new radio read meters were malfunctioning.

"That is the issue of timeliness," he announced, "of alerting the customers that problems are identified please be prepared that there may be some backbilling necessary in the future the timeliness of, certainly not eight or nine months later."
Senator added current law, which is almost two decades law, may need some clarification with respect to the timelines the agency has to send out notices to customers of possible backbilling adjustments.
