The statement went on to say that effort requires a comprehensive government-wide approach.
The Administration is concerned with the provisions of the bill that suggest Guam infrastructure improvements are an exclusive Department of Defense financial responsibility rather than a shared interagency, intergovernmental effort led by the DoD.
