Inmate's murder was not gang-related

Guam - A representative from the Federal Bureau of Investigations' Joint Terrorism Task Force paid a visit to the Department of Corrections Mangilao Facility Monday, and according to Director J.B. Palacios, concurred that last week's homicide was not gang-related. "As far as the federal interest in prison gangs a couple of years ago , prison gangs have posed a threat to national security in regards to domestic terrorist being the fertile grounds for what they call mal-content or antiestablishment."
Steven Albertson confessed to killing Arlen Feranco in his cell last week. According to Palacios, the altercation was not gang-related, but rather was a result over a dispute involving a power struggle in a so called prison hierarchy amongst inmates.
In the meantime, the Mangilao jail remains under a partial lockdown.
