Backbilling befuddles Barnes

"Enough is enough".  That very sentiment being conveyed by a local lawmaker who says she's received several complaints about the Guam Waterworks Authority backbilling customers. According to Senator Tina Muna Barnes (D), in one instance she's heard from a customer that received a bill for several hundreds of dollars almost a year after the billing cycle.

Guam - "Enough is enough".  That very sentiment being conveyed by a local lawmaker who says she's received several complaints about the Guam Waterworks Authority backbilling customers. According to Senator Tina Muna Barnes (D), in one instance she's heard from a customer that received a bill for several hundreds of dollars almost a year after the billing cycle.  

She says GWA called it an adjustment. Senator Barnes says such action is illegal as local law prevents customers from being back billed anything past four months. She says such action is basically the water agency passing the consequences of their error to the customer.
