Guam - While mayors were expected to defend their budget during hearings this afternoon, a heated debate arose between Piti Mayor Vicente "Ben" Gumataotao and Mangilao Mayor Nito Blas. Blas was entering the public hearing room and tapped Gumataotao in the mid-section.

It was then when the Piti mayor got up and struck Blas in the face.

According to Dededo Mayor Melissa Savares, it seemed that the scuffle wasn't about the discussion being made at the hearing; rather Blas must have startled Gumataotao. Savares says Blas didn't react to the hit. She did say the both apologized at the end of the budget hearings.
