Bill outlaws spearfishing while SCUBA diving

Spearfishing while SCUBA diving in Guam's waters may be illegal if legislation introduced by Vice-Speaker B.J. Cruz is signed into law.  Bill 397 states that anyone caught spearfishing while SCUBA diving will be placed behind bars for up to five years or could be fined up to $5,000.
