Guam - Budget oversight chair Senator Ben Pangelinan says Fiscal Year 2011 proposal by Governor Felix Camacho may need some adjusting.  He says the governor's transmittal increases the current budget by 8.5% from $540 million to $586 million, but delays in the military buildup could slow revenue growth.

"So we have to, in going to FY2011, adjust our optimism, you might say, to reflect the actual collects this year plus a more conservative growth for next year."

Pangelinan says the $13 million needed to fund GovGuam employees pay raises, as recommend in a recent study by The Hay Group is included in the $850 million.  $4 million is also set aside in the proposal to meet the needs of Mental Health.
