Guam - Skymark Airlines is hoping to engage in charter services to begin flights between Tokyo and Guam beginning in August.  According to Acting Airport Executive Manager Mary Torres, Skymark has applied for an exemption with the U.S. Department of Transportation and they intend to operate charters from Haneda Airport. 

Skymark airlines is a low-cost carrier operating passenger service for Japan's regional routes and also has charter flights to Seoul, Korea.  The airline is asking that the exemption be granted for at least two years.
