Torres delivers State of the Judiciary Address

Standing before island dignitaries, friends, and family Supreme Court of Guam Chief Justice Robert Torres delivered the annual "State of the Judiciary Address" at the Guam Legislature Friday night. The Chief Justice quoted President Abraham Lincoln who said that progress is only possible with a willingness to “think anew and to act anew.” Chief Justice Torres said "this, truly, is the state of your Judiciary . . . thinking anew and acting anew."
