Guam - Decision 2010 isn't exactly off to a good start. Here's the problem: no one can file for candidacy!
According to Guam Election Commission Executive Director John Blas, a new law mandating potential candidates get an FBI clearance is unenforceable. He told KUAM News, "We learned that the Guam Police Department is not really ready to actually provide those clearances to candidates who want to run for public office."
KUAM News spoke with Senator Adolpho Palacios (D), who authored the law mandating the federal clearances. He says he is working on a bill that will provide the authority needed for GPD to obtain FBI clearances for potential candidates. Palacios says he will introduce the bill as an emergency measure during Thursday's session in the hopes that they can pass it and rush it to the Governor's Office for an immediate signature.
