Phillips to reply to AG on COLA certs

Guam - COLA class counsel Attorney Mike Phillips will file a reply brief to the Attorney General's opposition to the government issuing COLA certificates. The AG's Office believes the case Phillips filed should be dismissed as they contend he is not entitled to a COLA certificate.

Phillips filed three suits to obtain COLA certificates and promissory notes and received a judgment in his case, ordering the Department of Administration to issue the certificates.
