Bill empowers citizens to issue littering tickets

Currently only police officers can issue citations for throwing your garbage anywhere but in the trash.  But local litterbugs may have more eyes on them - if a bill introduced by Speaker Judi Won Pat (D) becomes law.

Guam - Currently only police officers can issue citations for throwing your garbage anywhere but in the trash.  But local litterbugs may have more eyes on them - if a bill introduced by Speaker Judi Won Pat (D) becomes law.

The speaker said her proposal, outlined in Bill 369, "[Allows] them to ticket those who are littering."  The volunteers would receive training from the Guam Environmental Protection Agency, says Won Pat.  

The fees for a littering fine vary depending on the offense.
