Guam - Despite Watts Constructors' opposition, the Port Authority of Guam has asked a District Court judge to dismiss a civil suit that Watts filed against it, as it challenges more than a million dollars in charges.  The Port contends the suit should be dismissed because watts failed to exhaust available administrative remedies such as arbitration. 

The agency also believes the claims are contract claims stemming from Watts' payment of Port charges.  Watts has asked the judge to deny the motion to dismiss.
