Judge orders issuance of COLA certificate, note

Guam - Superior Court Judge Arthur Barcinas has ordered the Government of Guam to issue a COLA certificate and promissory note to COLA class counsel Mike Phillips.  Three separate lawsuits were filed earlier this year on behalf of retiree Franklin Hill, Gloria Nelson and a third case on behalf of Attorney Phillips.

An alternative writ of mandate was issued by the Superior Court, ordering Department of Administration Director Lou Perez to issue the COLA certificate and note to Attorney Phillips, or appear before the court to show cause why she hasn't done so by April 21.
