Guam - The wave of discontent over the DOT's denial of funding for the Port Authority was felt coming out of Adelup, as Governor Felix Camacho says the Department of Transportation's decision is a game-changer.  "They refer to the Port buildup as the long pole of the tent as the single point of failure.  If you're not going to get the goods into Guam for the buildup, then you're going have major, major delays," said the chief executive.

"So we certainly have to do our reassessment, but bottom line is we will build at our capacity for the people of Guam and the military buildup and all that demanding is secondary now."
