Joseph Mesgnon offered plea deal

A proposed plea offer has been forwarded to former Department of Youth Affairs youth services worker Joseph Mesgnon.  He pleaded not guilty to charges accusing him of providing sexual favors and providing tobacco products to clients at the facility.
