Adkins add to allegations against cops

Guam - East-West Rental Center President James Adkins has filed an amended complaint with the U.S. District Court of Guam. Adkins is seeking $3,000,000 in damages from the Guam Police Department, namely two officers who arrested him after he took photos of a car crash on his cellular phone.
He alleges his constitutional rights were violated and that the officers - D.B. Anciano and Serafino Artui - abused their authority and arrested him without cause. In the amended complaint, Adkins has alleged the two officers committed theft of property by confiscating his cell phone.
Adkins is also suing Attorney General Alicia Limtiaco and Chief of Police Paul Suba.
