While Tropical Storm 18W was never assigned an official name, the two other systems behind it were.  The National Weather Service says 18W didn't meet the requirements to rename it.

Meteorologist Chip Guard explained, saying, "18W was picked up as a tropical storm by the Joint Typhoon Warning Center.  The naming agency is the Japan Meteorological Agency, and they didn't feel it met the criteria of a tropical storm."
