A number of congressional leaders have expressed concerns regarding the Travel Promotion Act of 2009, asking that Guam and the territories be included.  Congresswoman Madeleine Bordallo and her colleagues from the U.S. Virgin Islands, American Samoa, Puerto Rico, and the CNMI sent a letter to Speaker Nancy Pelosi and the majority leader expressing concerns that the Travel Promotion Act does not include the territories in the defined mission of a non-profit organization aimed at promoting overseas travel.

Bordallo and the other delegates have asked that language be adopted that would allow the territories to collect a fee instead of the federal government travel and tourism promotion in the territories.
