Procurement appeals hearing set for Mental Health
<p>Officials at the Guam Department of Mental Health and Substance Abuse are scheduled to appear for a procurement appeals hearing on Friday as Latte Treatment Center filed an appeal of the notice of intent to award a request for proposal to the Indiana-based Dr. Marc Zackheim and the Associates of Clinical Psychology.</p>

Concerns had been raised that mental health had changed the RFP five times and allegations surfaced that the final proposal catered to Dr. Zackheim, who was accused and later acquitted of molesting male teens in one of his group homes in Indiana. The FBI also raided two of the physician's group homes in Indiana in July of last year.
The procurement appeal is scheduled to be heard Friday morning at 9.
