While the Guam Department of Mental Health and Substance Abuse will have to redo its request for proposal for therapeutic group home services, the vendor who was supposed to have been awarded that contract has pleaded guilty to Medicaid fraud. Dr. Marc Zackheim, who owns Associates of Clinical Psychology in Illinois, wanted to provide therapeutic group home services on island, but the procurement appeals board found Mental Health violated procurement rules and regulations.
According to an article published in the South Bend Tribune, the guilty plea comes several months after FBI executed search warrants at his two group homes in Indiana.
