The El Dorado Resort compound will be taken over by PPI Guam, Inc. on a five-year master lease beginning July 1. The property will be developed into and used as a facility to house foreign workers who will be coming to the island to provide construction manpower for the military buildup.

Another attraction of PPI Guam Inc. is the fact that the company will be taking care of all the ancillary human resource aspects of the labor - payroll, taxes, insurance, visa requirements, Guam Department of Labor fees, legal fees - in addition to food, lodging and transportation. "

The property, originally the Tumon Village apartment complex, is currently owned by Nanyo Bussan Inc., which purchased it four years ago.

David Su, the president of Nanyo Bussan Inc., will be overseeing the conversion of the complex into dormitory-style housing for the workers. Right now, the property is underutilized as it occupies a 20-acre lot with 412 apartments, 110 of which are fully functioning. The workers will start coming in on July 1 and Su plans to house the first 500 of them in those 110 apartments, before he starts work on converting the rest of the apartments into dormitories.

The plan is for El Dorado to be aesthetically pleasing and also something of a self-contained compound with lots of practical facilities for its inhabitants. There will be a cafeteria that can accommodate up to 1,000 people at a time, a store, recreational facilities including a swimming pool, basketball and volleyball courts, and a clinic.
