Blas continues quest for Compact impact reimbursement

Senator Frank Blas, Jr. isn't giving up on his efforts to get the federal government to reimburse Guam some $400 million in Compact impact funding and provide the territory with a voice in Congress by granting voting rights on issues affecting the island.
