Bella Wings Aviation LLC announced today the signing of a Memorandum of Understanding with Champ-Ray Industrial Co., Ltd., a Taiwan-based manufacturer of electric motors and power systems, to evaluate potential light manufacturing and assembly operations for drone motors and related components on Guam.

The MOU establishes a non-binding framework for collaboration focused on the assembly, integration, testing, calibration, and quality assurance of electric motors, electronic speed controllers, and related subcomponents for unmanned aircraft systems within a U.S. jurisdiction.

The agreement allows both parties to assess technical feasibility, regulatory compliance, workforce requirements, and market opportunities before entering any future binding agreements.

“This MOU reflects a shared interest in exploring how advanced drone power technologies can be supported through Guam-based manufacturing and assembly,” said Charlie Hermosa, . “Guam offers a unique combination of U.S. market access, strategic location, and growing technical workforce, making it an ideal place to evaluate resilient and compliant drone supply-chain solutions.”

Under the MOU, Bella Wings Aviation intends to lead Guam-based operations, including facilities, workforce development, logistics, quality control, and regulatory coordination. Champ-Ray Industrial will provide components, subassemblies, technical documentation, and training support while retaining ownership of its intellectual property.

Champ-Ray Industrial has noted that the collaboration represents a key milestone in the expansion of its drone power module product line and supports its entry into the U.S. drone supply chain through a new cooperation model.
