Adelup pushes Guam-focused economic fixes

Regional economic challenges and workforce concerns took center stage at Adelup, as Governor Lou Leon Guerrero and Lieutenant Governor Joshua Tenorio met with U.S. Assistant Secretary of State Michael George Desombre.
The meeting focused on expanding business and economic opportunities for Guam and the region, including stronger ties with the Philippines. Local leaders raised concerns over high airfares hurting tourism and what they say are outdated cabotage laws limiting regional travel.
Another major issue—recent federal changes driving up the cost of H-1b visas. Adelup officials proposed creating a Huam-only H-1b category, arguing it could shield the island’s economy from six-figure application fees that threaten the local labor market.
The long-standing Philippine visa waiver was also discussed. Desombre, a former U.S ambassador, said he was intrigued by the proposals—adding they are ideas he could take back to Washington for further consideration.
