KUAM News confirms that Guam Regional Transit Authority special projects officer Richard Ybanez has been arrested and charged with terrorizing following a firearm-related incident earlier this month at the GRTA offices located within the Department of Public Works compound.

According to police, on October 4, a terrorizing complaint was filed at the Central Precinct Command after an argument in the office turned alarming. Investigators say Ybanez removed a holstered firearm from his backpack and placed it on a table during the confrontation—causing fear among staff who believed he was capable of using it.

GPD's Criminal Investigation Section followed up on the case, interviewing the victim and a witness before locating Ybanez at his residence. His registered firearms were confiscated, and he was booked and confined.

Adelup confirms Ybanez has been placed on administrative leave, and the case has been forwarded to the Office of the Attorney General for disposition.
