The Office of Public Accountability has released a flash report highlighting multiple deficiencies in the Guam Memorial Hospital’s handling of employment contracts. 

According to the OPA, 19 healthcare personnel contracts executed between 2022 and 2023 appeared to bypass required reviews and approvals from both the Attorney General’s Office and the Governor’s Office — a direct violation of hospital policy.

The report also noted missing certifications of funds, undefined contract dates, and inconsistencies in job titles. GMH officials acknowledged “numerous deficiencies” under prior leadership, adding that a new personnel services administrator was hired earlier this year to correct the issues.

The OPA further pointed out that GMH’s new policy on contracted staff, made effective in June 2025, was implemented before it was formally approved by the board of trustees. The accountability office emphasized that the original 2021 policy remains applicable to the contracts reviewed, as newer updates took effect only after the audit findings.
