$4.8M grant to repair Guam’s only fuel pier

The Port Authority of Guam has secured a $4.8 million federal grant to stabilize and repair F1 Pier—the island’s only operational fuel import terminal. The grant, awarded under the Defense Community Infrastructure Program, will fund urgent safety and structural upgrades.
Port officials say the project is critical after Typhoon Mawar rendered Golf Pier inoperable, leaving F1 Pier as the sole entry point for all military and civilian fuel supplies. The $6.9 million restoration effort will extend the pier’s lifespan by up to a decade, preventing what leaders call a “single point of failure” for Guam’s energy security and national defense.
Port general manager Rory Respicio says the project underscores the One Guam approach, ensuring readiness for both military operations and the island’s economy. Defense officials also praised the partnership, calling the upgrades essential to maintaining Indo-Pacific fuel supply resilience.
