A Guam Police officer was involved in a drunken bar fight last month in Hagatna. According to GPD, 34-year-old Francisco Acaban Rasa, Jr., an off-duty police officer, and 30-year-old Kin Cruz Fernandez, Jr. were both arrested on September 15. Each was charged with assault under mutual combat, public drunkenness, and disorderly conduct.

The arrests stem from an August 16 incident around 2 in the morning, when Central Precinct officers responded to a report of an aggravated assault at a downtown bar. Investigators say an argument between the two men escalated, with Rasa striking Fernandez. Both declined to file complaints at the time.

GPD spokesperson Norman Analista confirmed that Rasa remains a police officer. Following the incident, an internal affairs investigation was launched. Rasa was placed on administrative leave, but has since returned to duty.

Both men were booked and released, and the case has been forwarded to the Attorney General’s Office for review and disposition.
