Former Agana Heights Mayor Paul M. McDonald has passed away, leaving behind a legacy of more than three decades of public service.
Governor Lou Leon Guerrero and Lieutenant Governor Josh Tenorio praised Mayor McDonald as a trusted mentor, coach, and community builder whose dedication uplifted generations of families through youth programs, sports, and village initiatives.
As the longest-serving president of the Mayors’ Council of Guam, McDonald was remembered for his wisdom, fairness, and unwavering commitment to the people — always putting community above politics.
