A former Guam Delegate to Congress and one-time gubernatorial candidate is back in the spotlight, for all the wrong reasons. 

Michael San Nicolas was arrested early Monday morning for driving while impaired and reckless driving, after his vehicle was found on its side near Santos Hill and Gun Beach Road.

Police say the crash happened around 2:24 a.m. San Nicolas crawled out of the overturned Prius and refused treatment at first. He later admitted to drinking at Shamrocks and Route 66 and said he was distracted by his phone just before the crash.

Officers reported bloodshot eyes, alcohol on his breath, and poor performance on field sobriety tests, including failure to balance and involuntary eye movement.

He refused to sign the GPD implied consent form and declined to acknowledge his Miranda Rights. 

When he later complained of back pain, medics transported him to Guam Regional Medical City.

The investigation remains ongoing.
