Guam just secured a game-changing win on Capitol Hill, thanks to Congressman James Moylan. The US House of Representatives has passed his request for $50 million in community project funding, marking the largest single allocation for roadways granted to any member of Congress this year. 

The funding, tucked into the Military Construction and Veterans Affairs Appropriations Act, will go directly to Guam’s defense access roads, focusing on Route 1, better known as Marine Corps Drive.

What’s in store? Repaved roads, stronger bridges, and underground utilities—all designed to boost safety, cut long-term costs, and improve access for everyday drivers, military convoys, and emergency crews traveling between Camp Blaz and Apra Harbor.

Moylan says the win is more than asphalt and concrete, it’s about guam’s voice being heard in Washington. 

And this wasn’t in the original federal budget. It took strong local coordination and relentless advocacy to make it happen.

The bill now heads to the senate. And moylan says he’s not stopping until it reaches the president’s desk.
