Two men suspiciously strolling near Oka Point, Tamuning are allegedly found with drugs.  

Gran Mangilman Abinalas, 40, and Joel Del Rosario Santos, 36, are both charged with possession of a scheduled II controlled substance as a third-degree felony.

Court documents state Guam police received reports of a man looking into parked cars near Oka point before getting into a black SUV. 

A traffic stop conducted on Route 30 near Guam Behavioral Health and Wellness Center identified Santos and Abinalas as the occupants of the black SUV.

A search of the car found glass pipes in the glove compartment and baggies with white-crystalline substance.
