Guam to receive over $150M to strengthen communications infrastructure

Guam delegate James Moylan announced that the National Telecommunication and Information Administration will be obligating $155,581,733 to the Government of Guam under the Broadband Equity, Access, and Deployment program to address several critical needs to improve communications infrastructure.
The BEAD Program is authorized under the Bipartisan Infrastructure Law.
Through the BEAD Program, the local government can expand high-speed internet access by funding planning, infrastructure deployment, and adoption programs.
The main focus is deploying broadband service to unserved and underserved locations. Funds can also be sub-awarded through grants.
“I am happy to share this announcement from the NITA, as this is a massive opportunity to improve Guam’s communications infrastructure. Even more vital of this funding is that it would expand broadband services to unserved and underserved locations throughout the island. The funding would also infuse millions more into economic activity in Guam, with the opportunity of expanding it to private telecom entities, which in essence could create additional jobs for island residents,” said Moylan.
Up to 2% of this allocation can be accessed for expenses related to administering the grant and access funds for other specific program implementation activities proposed by the local government.
The remainder of the funds will be obligated but made unavailable until the territory submits and receives NTIA approval for its Final Proposal. The Final Proposal is due to NTIA one year from the date of NTIA’s approval of Guam’s Initial Proposal.
