Nearly half a million dollars in federal grant funding unspent by the Guam Department of Education. 

All apparently due to an operation flaw. 

The issue was revealed during Tuesday's Guam Education Board meeting.

Board members learned $400,000 dollars in federal money expired.

New GDOE Superintendent of Finance Paul Borja brought up the issue during talks on outstanding payables to vendors exceeding 90 days.

The grants were meant for special education and emergency stabilization funds I and II.

Now, if GDOE procured how to spend the money before it expires, then they will get the chance to ask the feds to regain access to the cash. 

GEB chair, Dr. Mary Okada, said if Guam doesn’t get the greenlight from the feds, “They would have to identify a separate funding source to make payment on them. The deputy did point out during his explanation that they can’t use local funds unless they get authorization. So, of course, the first thing they have to do it identify and to exhaust all efforts to receive money through the federal grant, and once they've exhausted that, whatever is left—they have to identify an alternate means to make payment.” 

The Education Board is leaving it up to GDOE to mitigate the situation.
