All industries previously authorized to reopen under the Governor’s Emergency Health Declaration can remain open. However, the island's chief executive reiterated during a livestreamed press conference today that the reopening of the tourism industry has been paused until the Department of Public Health completes contact tracing of the spike of 16 positive cases from Thursday.

Officials say only one of those cases had contact with an infected person; none had contact with any of the 35 Air Force servicemembers who were previously quarantined at the Guam Reef Hotel in Tumon.

Also, inbound traveler quarantine criteria has been amended. All arriving passengers, both residents and non-residents, are required to undergo quarantine. Those from a non-hotspot country can quarantine at home, or self-quarantine.

Those arriving from a hotspot - now called "high-risk area" - must have a negative PCR within 72 hours prior to arrival. They are subject to mandatory quarantine at a government facility.

Anyone under quarantine can test out early at five days or ten days.
