The #1 story in our countdown of the biggest moments in Guam news in 2019 is the inauguration of Guam's first female governor, Lou Leon Guerrero, and the country's first openly-gay lieutenant governor, Josh Tenorio.

After an unprecedented amount of candidates running for governor during Decision 2018, the democrats returned to Adelup after almost two decades. January 2019 marked the start of the era of the maga'haga - Leon Guerrero and Tenorio hitting the ground running with a ceremony to swear-in their cabinet.

"I have entrusted in you the power to make those changes that we said we are going to make," the new chief executive said.

The new Leon Guerrero administration made many promises to better the island and make public safety a priority.

"There's of a sideline there with drug abuse issues so really going out and building a robust drug therapy and drug treatment program is what I would like to be focusing on while I am also focusing on really taking a look at the resource allocations within the law enforcement agencies and trying to get some help to them," Tenorio said.

Aside from seeing Guam's first female governor, but all three branches of government headed by women.

Speaker Tina Muna Barnes took the helm of Guam's lawmaking body. 

"Making history with the majority women in the legislature, a female governor, a female chief justice, a female federal judge, a female president of the Mayors' Council of Guam, that in itself speaks volumes, but for me that is not enough," she said. "History is being made every day. Let us work together, continue to make history. Take our island to heights that she has never reached before."
