If you want, you pay for it. That's what Senator Jim Moylan says in four cost-cutting bills he has introduced. The freshman lawmaker in one bill saying if the Governor wants Deputy Directors and Executive Security, it should be funded out of Adelup's budget.

The FY19 budget banned funding for deputy directors but former AG Liz Barrett Andersen opined that ban infringed on the Governor's Organic Act powers.

Another Moylan bill keeps taxpayer's dollars from paying for cell phones for GovGuam employees to include the Governor, Lieutenant Governor and the Speaker. And if Senator Moylan has it his way, former Congresswoman Madeleine Bordallo will be out of a job. Bill 191 would eliminate the Guam Liaison Offices in Washington, DC.

His bills could be a tough sell, considering the democrats control the legislature. The senator has said minority members have had a hard time moving legislation forward under the democratic supermajority.
