Guam - An iPad stolen from a home in Asan has led to the arrest of four people, one of whom is a high-ranking officer in the Guam Police Department and former head of the Criminal Investigation Division. District 1 commander Captain Kim Santos was booked and released Thursday night.

"There was a task force formed to look into allegations that were made in regards to a case involving a burglary in Asan," said GPD spokesman Officer A.J. Balajadia. "Through that investigation three individuals had been arrested and Captain Kim Santos is the result of the fourth arrest."

According to Officer Balajadia, it was a stolen iPad that cracked the case wide open. A tracking device within the tablet computer led police to Agana Heights and to the arrest of 37-year-old Raymond Leon Guerrero Baza. Baza told police he bought the iPad from Bruce Stephen Taitano, who was arrested and charged with burglarizing a home in Asan on three separate occasions.

It was during the course of this investigation that Captain Santos' name popped-up. "Because it's involving a high-ranking officer, the chief in consult with some of the upper management, felt that it was best to have a separate investigative body outside the norms of Criminal IInvestigation and Internal Affairs to actually conduct a thorough investigation," said Balajadia.

According to GPD, there was probable cause to charge Captain Santos with theft of property by receiving stolen property, official misconduct, and obstruction of government operations. She was placed on administrative leave pending the completion of an IA investigation. 

Meanwhile, police also arrested Jesse Anthony Diaz Salanga for also receiving stolen property. All four we booked and released.

Although Balajadia did not release specific details related to Captain Santos' arrest, KUAM News has learned that it involved a stolen camera.
