Guam - The Esperansa Project is disappointed that Bill 409 did not pass during legislative session Monday. As a matter of fact it was the only bill aside from the failed override attempt of Bill 413 that didn't get enough votes for passage. The legislation was introduced ten months ago by Minority Leader Frank Blas, Jr. and would hold people criminally liable should they hurt or kill an unborn child.

On Monday seven senators voted against the bill: Tom Ada, Rory Respicio, B.J. Cruz, Judi Guthertz, Judi Won Pat, Aline Yamashita and Sam Mabini.
