Calvo signs executive order to reduce holiday pay

Guam - Governor Eddie Calvo isn't going to wait for the Guam Legislature to act on his spending cuts bill, signing an executive order aimed at slashing spending. Specifically, he signed an amendment to the personnel rules and regulations by reducing holiday pay to time and a half as opposed to the current standard of double-time.
Adelup says this will save $4,000,000 annually. Because it is a change to the personnel rules and regulations, it will have to go through the Administrative Adjudication Act, which requires notices and hearings which will be administered by the Department of Administration.
