Guam - A second Guam Air National Guard member was sentenced in the District Court this morning. Edward Biacan will serve no time in jail and will be on probation for three years for claiming overseas housing allowance benefits that he was not entitled to. He was ordered to pay back nearly $25,000 in restitution.

It was revealed in court today that Biacan's senior enlisted supervisor had convinced him and two other airmen to participate in the scheme. There are many fraud cases being prosecuted at this time with another still under investigation.

Biacan meanwhile received disciplinary action and resigned from the Guard.
