EPA issues decision on Guatali landfill permit

Guam - A more than five-year-long process has come to an end for Guam Resource Recovery Partners, as Wednesday the Guam Environmental Protection Agency denied GRRP's permit application to build a landfill at Guatali. According to Guam EPA administrator Eric Palacios, the agency determined the company's application does not meet all of the requirements required by law and the Guam Solid Waste Rules and Regulations.
Palacios specifically cites the lack of financial assurance, post-closure care and management of leachate. The agency today posted on its web site official responses to public comments that were submitted late last year.
GRRP representative Dave Sablan tells KUAM News the company has not officially been informed of the decision but if that is the case they are very disappointed. Sablan added that he believes GRRP completed everything that was required of them and he is not sure why the agency would make such a decision. GRRP has been leasing Chamorro Land Trust Commission land at Guatali in hopes to build a landfill and a waste-to-energy facility there for years.
The company meanwhile is still suing the government for $20,000,00 in damages as they alleged they've lost out on millions of dollar because the government breached its contract to enter into a new waste-to-energy contract after the first contract was deemed invalid by the Guam Supreme Court.
