Guam - A former DZSP21 employee has signed a plea agreement with the feds admitting to stealing copper wire from Naval Base Guam.  Frank S. Borja admits to theft of government service. 

According to the plea agreement, Borja and another unnamed DZSP21 employee would enter a Conex storage container on the naval base and cut electrical copper wire and put it in the company bucket truck.  Borja and his co-worker would then take the wire and sell it to metal recyclers for cash. 

It's estimated Borja stole more than $57,000 worth of electrical copper wire between January and April of last year.  The crime comes with a maximum penalty of ten years behind bars and a $250,000 fine.
