Guam - Governor Eddie Calvo's chief policy advisor is reviewing how many individuals who are currently in prison can be deported for their offenses.  Arthur Clark says he and the governor have been discussing the chief executive's power to commute prisoners.

Clark is preparing letters to the attorney general and the department of corrections asking that they identify individuals who are in jail who are serving time for deportable offenses. He stresses that the individuals are not limited to citizens of the Freely Associated States.

The Administration is trying to set a standard of deportable offenses in line with federal laws. Clark stresses that the Administration is not looking to release murderers or rapists but to conduct a deliberative review to possibly deport those who have completed the majority of their sentence and are repeat offenders of crimes of moral turpitude.

The Administration hopes commuting some prisoners could help with the overcrowding situation at the prison and reduce costs associated with the care of prisoners on a daily basis.
