Guam - Saying integrity in his command is non-negotiable, Adjutant General Benny Paulino is disappointed and disheartened that a number of airmen have been charged with lying and stealing from the federal government. A handful of Air National Guardsmen have been charged in the District Court, accused of submitting false documents to obtain overseas housing allowance while on active duty status with the military.

Paulino told KUAM News, "Ever since the first case was revealed, I did my own internal review in fact investigation in terms of the process of how we handle overseas housing allowance, based on that review, there will be corrective actions taken."

Paulino says the military instills discipline and it's disappointing that some in the organization have deviated from following the rules.  Based on his review, he believes the guard is complying with the regulations for overseas housing allowance applications.  Additionally, Paulino stresses that the few who have been charged do not represent the other honest men and women in the National Guard.

A total of five members of the Guard have been federally charged, some of whom already pleaded guilty.
