Guam - Despite concerns from the community about the return of casino gambling to the Liberation Carnival, governor's chief of staff Frank Arriola says Governor Eddie Calvo gave the island's mayors autonomy and full authority over the Liberation Day events. 

This did not come with conditions, or any strings attached.  If the governor were in charge of the Carnival, Arriola says he is confident he would not have approved any vendors that offered gambling. 

However, "The Mayors Council of Guam has been given the final say, and this administration will respect that, and allow our mayors to plan the festivities how they see fit.  We wish them well, and know it will be a huge success."
