Guam - While the House passed the Fiscal Year 2011 National Defense Authorization Act, the Consolidated Commission on Utilities is among those keeping a close eye on the Senate's action on the bill. The revised act also includes a provision that authorizes the transfer of the Navy's water and wastewater system to the Guam Waterworks Authority and will make the Navy a ratepayer to the Guam Waterworks Authority.

CCU chairperson Simon Sanchez says the Guam Power Authority took over the Navy's power system at no cost to Guam, but this bill would charge GWA fair market value. Sanchez says if the feds also decide to offset what is owed in un-reimbursed compact impact funding, this bill would take all the money and apply it only to the transfer of water and wastewater assets.
