Guam - The Department of Education received a $4.9 million reimbursement on Friday from its third-party fiduciary agent. But instead of going towards vendor payments, that money was used for payroll. 

According to DOE superintendent Nerissa Bretania Underwood the Department of Administration couldn't come up with the money in time for Friday's payday, so rather then imposing a payless payday the reimbursement money was used.  As of Monday morning, DOE is still waiting for the DOA to pay up.
