Guam - A teacher at Benavente Middle School in Dededo has been arrested...and evidently it's not the first time.  The Guam Police Department reports that agents with the Criminal Investigations Section were following-up on a complaint of criminal sexual conduct against 59-year-old Joseph Pugh.

Pugh is accused of inappropriately touching a student and was booked and confined on charges of 2nd degree criminal sexual conduct, official misconduct and child abuse. Four years ago Pugh was arrested on the same charges while teaching at the same school.
